Are the 99 and the 02 headlights the same? I was wanting to do the same to mine.

The bulbs are the same: 9007
If you want brighter lights without the bluish color of the Sylvania Silverstars, try the Sylvania Xtravisions. Combine those with an upgraded headlight harness from gosracing or black cloud diesel and you'll see a HUGE increase in the light output.
I've been able to change the bulbs on my headlights without removing the batteries... it was just a super tight fit. I sort of had to come in from a real sharp angle with the bulb and sort of just do it blind.

The drivers side on an 02 is definately a PITA to replace. The passenger side is not a whole lot better! The drivers side CAN be done without removing the battery box, but I have small hands. I just go ahead and remove the box.
As for bulbs, I use the GE Nighthawks. Very white light. I upgraded the lighting harneses, (not the kit version - the DIY version with relays).
i was going to do the added wiring harness since i've read about the low voltage to the headlights. so before i changed my bulbs, i tested the voltage. i started up the truck, let it warm up, pulled out the passenger bulb and un plugged it. next i turned on the headlights to low beam and connected my digital voltmeter. it showed me 13.8 volts. now that is with the truck running in park and the only one headlight actually working as i unplugged the other to probe. next i put it on high beam and checked that voltage. it shown 13.6 on high beam. i allowed that it would not be worth the added expence to upgrade my harness since my voltages were good.
you would be surprised how much brighter new bulbs are. my bulbs were factory original 2002. actually 2001 was when the truck was bought so that means there 5 years old. nice pure white look, not much of a blue tint at all.
