Name this part

What is it and is this why my steering is whining kind of loud?? It looks like it is spewing oil!

Are you talking about the steering box in the center of the picture? How is your power steering fluid level? Have you ever changed the fluid?

Check the fluid level first. Also, I wouldn't say that the steering gear is "spewing fluid" by the image it would only be a small leak or seepage...

Did anybody notice the CAC tube above the steering gear wet with oil and possibly leaning onto the gear?
