The spring code should be on the federal cert sticker on the lower doorpost behind the driver's door. That sticker has all sorts of info, including tire size and PSI, and SPR code.
The second letter of the spring code is the rear springs.
A = F-250, which needs part number YC35 5560 AC (LH/RH) for the spring pack and YC35 5588A (LH/RH) for the overload springs.
B = F-350 SRW, which needs part number YC35 5560 BE (LH/RH) for the spring pack and YC35 5588A (LH/RH) for the overloads.
(In later years, Ford put F-350 rear springs under F-250s, but I don't think they did that in '99. My '99.5 F-250 has code A rear springs.)
