Vacuum front axle hub inner knuckle seal replacement clarification question

Do I need to pull the axle to replace this seal or does the axle remain in the housing and seal driven out and pressed in around it?

I suppose you could replace the seal with the axle in place, but you've gone far enough that it's just easier to deal with after you've pulled the axle out. Once the hub/bearing is off the knuckle, the axle comes out with a little persuasion with a pry bar. Having the axle out gives you a chance to check the u-joints more closely as well.

Actually, it would be next to impossible to replace the seal with the axle in place.

does the new seal press onto the axle or into the kuckle housing? (It has to rotate on one of those two surfaces)

There is a driver for installing that seal. It performs 2 steps... the first being driving the seal onto the axle until it bottoms out at the correct depth, then the same driver is used to drive the seal and axle into the spindle all at once.

So how do the folks who claim to change theirs at home get it done? With some sort of pipe? I can see putting the seal on the axle with a pipe or something but not sure I could see pushing the seal in the spindle correctly?

The seal is a TIGHT fit on the axle shaft, but fits a bit easier into the knuckle. The rotation takes place within the seal itself, the outside in contact with the knuckle being stationary.

You don't really NEED to install the seal/axle assembly in the knuckle with a driver, but the driver has a shoulder on it that sets the proper seal depth in the knuckle. Can't do that with the home-built pipe&flange tool. But, bolting the bearing hub on does a pretty good job of setting the depth, IMO.
