How cold is it where you live? Have you tried plugging it in for a few hours first? If it smokes, that indicates the requirements for the PCM to fire the injectors have been met but you don't have enough heat to fire the fuel. That would indicate your glow plugs aren't working. That would be where I would start testing.
Is it white smoke that smells of diesel? Try plugging in the block heater for a few hours. Have you ohmed your glow plugs and verified they are cycling?
Diesel-smelling smoke (atomized fuel/air mixture) would also indicate the high pressure oil system is working, as it takes high oil pressure forcing the fuel through the injector orifice to atomize it (the fuel).
You might still want to check your HPOP oil level since you've been cranking on it.
You might also try unplugging the ICP and try to start it.
Where are you located?
Why was the HPOP replaced? They usually don't go bad, unless you upgraded. Did you fill the High pressure oil galleries after removing the other HPOP?
Did you check the oil level in the HPOP? Does it go down after the engine has been cranked?
Is there power to the IPR? There should be battery power to the terminal with the key on.
What's the pressure in the head, have you hooked up a mechanical gauge to the heads to make sure you building pressure?
It's possible you have bad injector "O" rings, your not building enough pressure to fire the injectors.
I was told the hpop was bad but i think i found the problem the #3injector was pouring fuel out of it
