replaced glow plugs, relay, wires under valve cover.
when turning over the tack does move
checked the glow plugs at the valve cover all are at .5 onms
checked the volts to the glow plugs and thay are at 12 volts
the glow plugs are bosch
( IF I PLUG THE TRUCK IN OVER NIGHT IT WILL START ON HALF A TURN )

Ok, now in the evening do NOT plug truck in. In AM, raise hood, use a set of jumpercables and jump the 2 large studs on the gp relay.[only use 1 set of the 2 clamps] Leave it there for 15 or 20 seconds. Remove the jumper cable. Now does it start?

ok I have tried key on wnt to gp relay used a screw driver to short across the terminals no efect will not start she is cold right now

You will need to short the two large terminals together to bypass the relay altogether. If you shorted the two small relays it did nothing.
Jump the two large posts (<font color="red">WATCH FOR SPARKS</font>) for 60 seconds, disconnect and try starting. If the truck starts then the problem is either the relay itself or what controls it.
To check the relay, take a voltmeter and check voltage at the four terminals on the relay (two large, two small).
With key off you should have battery voltage to one large terminal and nothing to the other large or either of the small terminals.
With key on for the first two minutes or so you should have battery voltage to both large and one small terminal. The other small terminal should show ground. This shows the relay active.
With the key on and after the glow plug cycle has finished you should have battery voltage to one large and both small terminals. The computer activates the relay by grounding the second small terminal thus activating the relay.
It is possible to have battery voltage to both large terminals when the relay is active and still have a bad relay. If the contacts inside are pitted or corroded you may have low amp voltage passing through it but not enough power to actually run the glow plugs.
Check it out and let us know what you find.

Cold start problems are usually caused by one of four things:
1. Bad Glow Plug Relay
2. Bad Glow Plugs
3. Weak Batteries
4. Weak Starter
There are a few other things, but these are the most likely causes. First I would test your glow plug relay (GPR). When the relay is energized (WTS light is on and for approximately 2 minutes after that when the engine is cold) measure the voltage on the two big posts on the glow plug relay. They should have the battery voltage across them and very little difference between them. If they have more than .3 volt difference between the big posts, your relay is bad. You can test your glow plugs by measuring the resistance from a good ground (I use the negative battery terminal) to each glow plug. The two outer pins on your four valve cover connectors go to your glow plugs. They all should read less than 2 ohms. If they read more than 2 ohms your plugs are bad and need replacement. If your relay and plugs tested good, have your batteries and starter tested at AutoZone or some other parts store. You need two good batteries and a good starter to start a PSD when it cold out.
There are other causes of a ‘Cold’ start problem, but these are the most likely and I would check them first.
