No spin=No good. That is unless the person who tested it was clueless but you can test a ford starter with jumper cables. Hook one side to the battery and hook the negative on the other end to the starter housing and then while holding the starter dwon either with your foot or in a vice touch the positive clamp to the stud on the starter. If the pinion comes out but no spin it is a dud starter. If it comes out and the starter spins then they didn't test it right. It is entirely possible that you just got a faulty starter. That stuff happens from time to time.
