I'm hoping my problem exists in my HPOP. I'll try to get into it in the next few weeks
Thanks again

Vref should be right at 5 V, so that could be your problem. Possibly the PCM is bad, as that's where the Vref signal comes from. Do you have access to another PCM to try?
I wish I did. My truck is a california truck so I get the feeling that if it is my PCM I'm going to have a difficult time finding a replacement. The only numbers I could find on my PCM are MME2. After looking here
PCM Codes - 1994-1997 Power Stroke FAQ
I found that it leads to a F7TF-RC.

Can you think of any other possibilities as to why the Vref is only 2.49?
My only thought was that maybe one sensor wire was shorted to ground but that should lead to 0 volts and all sensors reading voltage low. Right now my truck has no codes in the computer

Is there anyone on here that is in Southern California that would like to have their truck scanned with my tool so we could get a good baseline on the parameters?

Well I've got good new and Bad. The good news is I hooked my truck up to my friends OTC genesis scan tool and th IPR is reading 10% at idle and 15% KOEO. So there is nothing wrong electrical wrong with the truck. The bad news is I spent over 600 on a piece of junk matco scan tool. I'm hoping I can just update the tool to make it better but we'll see.
I'm having a code, I can't remember what number, but it has to do with exhaust backpressure valve range/ perform. Any insight on this?

The back pressure sensor is the one to the left of high pressure oil pump (as you look at the engine from the bumper). You can see it as you look at the motor. It has two wires to it, with a tube that runs from the right exhaust manifold to the sensor. My truck has had this code for years.. Some day I'll worry about it. But the truck still runs strong. The tube gets plugged with soot from the exhaust system.

Hi ccolby
Thanks for your responses.
I'm going to try and resnake that ebp tube.
I actually had jumped the gun and ran across that website in search of my computer. They did not have one. I did find one through a different source. But as stated there was nothing wrong with my PCM, it was the scan tool.
If anyone needs a F7TF-RC PCM let me know.

BTW
You may remember I met up with you one day and took a ride in your truck.
