Need help with fuse diagnostic battery lose charge

i have a 97 powerstroke and the batteries keep going dead i figured out that it has a draw and when i pull maxi fuse 13 it goes away the problem is i do not have an owners manual so what does this fuse do so i can figure out the problem does any1 have an idea please help thanks

Is this the fuse in the engine compartment fuse box or the under-dash box? Anything new installed recently (lights, stereo, alarm,etc)? Cheers!

I beleive that controlls the IP instrument panel for inside cab
See Fuses 5, 9 and 13 (IP Fuse Panel)
