I would suspect the multi-function switch on the steering column. Try engaging/disengaging the flashers a few times--I had a similar problem long ago and after messing with the flashers on the MFS, everything began working OK again. Worst case, buy a new MFS, they're not terribly expensive and not too bad to change.
