Possible Turbo Problem?

The truck: 95 F-250 4x4 165,000 miles all stock except a K&N Air Filter

I'm having a problem with getting power out of the truck when it is cold. Today I took off in it with out having time to warm it up first (temp was around 40), and couldn't get any take off out of it for a good 5-8 seconds. Once it kicks in, the truck takes off fine, but after you get up to speed and let off, the motor sounds like it is bogging down at cruise. It gets better once the motor warms up, but it still seems like it's not putting out as much power as it use to (I can't even break the tires lose with the truck empty on wet pavement.)

What I've done:
Air Filter clean
Fuel filter is clean
Checked rubber boots to and from turbo
No major exaust leaks that I can find
New o-rings in HPOP
Cleaned FPR screen
Found small amount of oil in turbo outlet
Changed cam sensor (a few times )

Scanner is saying (datastream):

Inconsistant boost pressure when cold (reading bounces all over).

After it warms up I get 12-15 pounds of boost on hard take off with truck unloaded on level ground

Around 1-2 pounds of boost cruising at 1500 RPM (I'm at sea level)

Injector pressure 800-1200 PSI

Do you guys think I'm looking in the right direction on the Turbo? I know there is some lag time on take off, but it seems like it is getting excessive. Do these boost numbers seem logical for an all stock setup? The truck is not smoking. Also, what do you guys think about running SeaFoam through? do you notice it helping? Sorry for the long post, any advice is appriciated. Thanks in advance

Sounds like the EBPV is working properly at around your indicated ambient temp. It is not going to perform from dead cold until the valve opens after a short warm up.

You can always temporarily elcetrically disable the Exhaust Back Pressure Valve (EBPV) by disconnecting the 2-wire weatherpack connector near the base of the turbo on the driver's side. If your problem goes away when cold, your EBPV is probably just acting normally. Cheers!

Check the turbo vanes and do a oil analysis to see if it shows silica..K&N's not for turbo diesels..

HPOP 800-1200..cruise or WOP?

very possilbly could be injectors once engine warms oil flows freely opens injectors,i have seen some that would not set any codes and have bad injectors pull valve covers with engine cold crank and watch to see if oil is coming out of the injectors if not replace the injectors that there is no oil coming out of!
