fast check on ICP is just unplug it and if starts then replace the ICP. It will set a check engine light when you unplug it because it sets the ICP pressure at default of 725 psi.

As stated in your other post. Looking like injector o-rings.
Open the valve covers and crank. You will find a injector that is dumping oil out the return tube.
If your doing one may as well do them all.

Add fuel to that it jumps to 16.5 cents per mile over the life of the truck.
Well I replaced the ICP. I'm sure I just dumped money down a rabbit hole, and still no start. Injector orings, that just seems crazy as I just replaced them less then 50k ago, the entire injector. I guess it could be but just seems so hard to believe. Also did the under valve cover wiring, glow plugs, and valve cover gaskets.
Anyone else have any ideas?

Might just have weak starter or batts and not spinning fast enough
If injector o rings are bad it would show up with scanner or HPOP gauge. The ICP would be lower than the required 500 psi when cranking but a weak starter could also crank it over too slow to achive the rpm needed to activate the injectors

It will show up on a hard plumbed guage, but electrically everything checks out. At least that is what mine did.

sounds like orings I had the tranny savers the top orings were not the updated ones they were leaking oil bad pull the valve covers like they have said you will see oil puking at the bottom of the injector

If you are cranking over and monitor the ICP with a scanner or gauge hooked up it will show if the ICP pressure is below 500 psi. Leaking injector o rings and IPR will cause this. I see you did the IPR. Now here is how to tell if the injectors are leaking or if weak IPR or HPOP. You want to dead head the pump to see if pump is good and injectors leaking.

On this are you putting a gauge in there in place of the ICP? I just don't know how to scan the ICP.
"To isolate the heads as a potential large leak: 1) Remove the line from the right head and cap with a suitable plug. 2) Remove the left-hand line and connect an oil pressure gauge capable of reading 3,000 psi or greater to it. 3) Crank the engine while watching the gauge for actual pressure. If the reading is low, the problem lies in the high-pressure pump or the IPR. But to determine which is the guilty culprit, you first need to replace the IPR to evaluate. If that doesn't correct it, the pump will need replacing."
So this is just to test the HPOP an nothing else correct? Just isolating the pump by itself.
Much appreciated fella's...was in Pigeon Forge this weekend but I'll let y'all know how it turns out. Sorry if I seem ignorant, I am on this topic and just want to be educated.

yes you are testing pump and IPR which is screwed in the pump and nothing else. Now if pump shows good psi as above 500 then you want to isolate one head at a time and crank it over to see if any internal leaks as in injector o rings. You cap off the line to one head and hook other line into head with the gauge hooked in line and crank it over. Be careful as it might start on one good head. If PSI is low with one head that that is the suspect side with leaking oil PSI

It takes 20 min to take a valve cover off and see if a injector is puking oil out the spout.
Way easier and cheaper than making hp gauges.

Mark, you fail to mention that the o rings can be leaking oil and the spouts can look fine. The base of the injector has to be observed for bubbles which indicates leakage at o rings. Some times the spouts will show puking oil but not all the time.
