IPR sticking & there is no test for CPS (that I know of) other than try a new one . Need a scanner...CPS is cheap test , ICP a bit more , IPR ,quite expensive . Need some data from a scanner at no start...

Are the cps from a 2000 psd the same as the 1997?

Can I use it to see if that's my problem?

Can the icp or ipr be pulled and tested or any other methods to try. I'm going to call some people today about getting it scanned but I know it's not going to be cheap so if I can nip it in the but before that would be good.

THe Coil on the IPR can be tested , but not the valve , I think no the ICP as well . A scan will tell most of what you need ...

I cranked for about 10 seconds or so, and watched as the ICP voltage and duty cycle increased, but the pressure did not. It stayed between 100-130 psi no matter what. That told me that as voltage and duty cycle increased, the IPR was not responding and maintaining pressure. If it was a voltage issue, then it would have been the ICP sensor itself.

If I remember correctly, to start you need at least 400 psi of high oil pressure, and 0.8 volts on the ICP.

This is not the prevelent thought process (we like to fix them ourselves), but take it to a Ford or International dealer, or a private diesel mechanic with proper scan tools.

Lost 2 weeks work with my rollback, threw new parts (Supply pump) at my '96 7.3, almost bought a used HPOP with IPR, then finally took it to the dealer where they put an IPR on the HPOP. Tech commanded the IPR with his scan tool and saw it wouldn't let the HPOP make over 150lbs (sticking open letting oil go back to the crank case).

I'm not saying an IPR is your problem, but for $80, I got a diagnosis, got to talk to the master diesel tech twice, and got a guarantee my truck would start and run.

As for your fuel leak on the canister bleeder valve, put a steel valve stem cap on it.

New icp still wouldn't start played with cps conector started up. Clearing the codes and rechecking.

It died again and seems to do so at a certain temp

What data is needed I saw the icp voltage while running 2.30vcouldnt find oil preasure.

You need to watch IPR duty cycle % as it compares to ICP pressure. May want to note EOT as well ...
