Whats wrong with my powerstroke?

Hey guy's
my stroke has been acting up lately,sometimes it acts like its got half power and other times its runs great. Is there something like a waste gate relay? thats what it sounds like, i can hear something in the exhaust making a noise then it runs either bad or good. What its doing doesnt sound like a turbo failure more like a gate opening and closing. any help would be appreciated and this is a great site I dont post much but i do read lots. thanks guys!!!!

its the Exhaust Back Pressure Valve

helps with cold start ups to warm up faster

most just unhook the valve at the actuator arm under the turbo or unplug the two wire connector that is under the turbo that leads to the actuator
