Have you checked the oil level in the HPOP? If not it should be within an 1" of the inspection hole.

Its probably not timing, psd's are timed by gear, and ive never heard of one jumping its time. First, you need to make sure its turning over fast enough to even start. Check your battery cables and connections. Charge it up until you get 14 volts across the terminals on the batteries. Then try starting it with the charger still on. Sounds like the batteries are still low in it. Just because theyre new doesnt mean they are charged. These trucks need AT LEAST 10.5 volts and 100rpm cranking to even consider starting.

You need to start at the basics. Are all the fuses under the hood good? The major ones are number 22 and number 9. Are you getting any smoke out of the tail pipe? Also do you have any fuel in the filter housing?

Is the HPOP draining out to where you have to refill it? No smoke means that the injectors are possibly not firring or the there is a problem with the HPOP system. On other possibility is that you have no fuel pressure to the injectors. You can check the fuel pressure on the drivers side of the filter housing. There is a scrader valve that you can put a air pressure guage on and check. I believe that you should have at least 50psi.

the hpop resevior will actually overflow when i take the screw out after turning over engine. seems to have good fuel pressure have had 3 mechanics look at it first opinion the motor is shot second guy didnt know third mechanic said the hpop isnt working only 240psi played with it got it up to 450psi need 500psi min. he wants to replace hpop but doesnt know if it will work. i would feel better about it if someone could tell me if a bad hpop would make the engine turn over like ther is no compression
