i have a 94-95 i have replaced the fuel pump a few months ago and just started having problems with the engine acting like its starving for fuel at w.o.t the rmp`s surge and it dumps a stream of black smoke i put a gauge on the fpr and its reading about 60 psi at an idle and falls to around 20psi under hard acceleration the fuel filter is new i have an edge programmer home made 4 inch exhaust and stock air filter assembly any ideas?

Sounds like you new fuel pump isn't so new anymore. If it is dropping off to 20 psi then the new pump has gone bad.

check your intake hoses and clamps real good. I beleive you are loosing your air and running to rich with all black smoke unless your fuel psi stays low

That is what he said is that his fuel pressure drops off to 20psi under hard acceleration. I just went through the same thing. You can try the fuel pressure regulator mod by putting a bb or 440 cap screw between the plunger and the spring in the regulator, which is what i have done temporarily. It boosted my pressure back up enough for the truck to run good. I stress that doing so is not a permanent fix but works in a pinch.
