The pressure regulator will allow the regulated pressure to rise to the setpoint and stay there until the supply side pressure drops below the regulated pressure setting, then the regulated pressure will drop to the value of the supply pressure "moving" or not. This is why the regulator works when installed in a truck. Adjusting the regulator to a lower setting once it has been pressurized with a higher supply pressure will not drop the output pressure since there is no place for the excess air pressure to go since the regulated side is not vented.
For ease of adjustment, just put a plug into the regulated side of the regulator with a small orifice in it like the smallest drillbit you have. then you can just dial in the pressure without having to vent off the supply side air.
I bought the pressure regulator because I couldn't find a pop-off valve low enough for what I needed in Grainger or McMaster-Carr. Obviously others can read the catalogs better than I! If you can find a pop-off valve that works then it is much easier to just tee in the pop-off valve into the map line.
