Not insulting in anyway, but did you tighten the gear? if its spinning on the shaft it won't make enough pressure. Also check out the wires to the ipr, if it ain't getting voltage that's your problem.

Even if you tightend gear, double check the bolt because the gear might have been off a touch and when you spun over engine the gear seated in right spot but now bolt could be loose as well as the gear. This has happened to more people than you could beleive

You do know that any time you mess with the High Pressure Oil System it takes ALOT of cranking. Actually, A LOT of cranking is an understatement.
You will not see more than 200 psi until it purges enough air out to build pressure.
It's not just going to fire right back up...
How much cranking have you done?
Have you tried to bleed the heads by cracking the oil plugs on the top of the heads?

Also after you get it started up and get done checkin for leaks, drive around for a bit to help get rid of any air pockets. Mine started like crap for about 2 days until I went for a about a 30 min drive.

Although, making 200 psi, sounds like the pump is turning. Check your IPR connection, as said above!

Make sure you did not plug in the wrong plug to the IPR. The ebv plug is the same as the IPR, and MANY people plug in the wrong one......it is an easy mistake to make....
