Was wondering what the difference is between the '99 blocks or heads from the '95? Could they be swapped? Thanks for any info guys.

the hole in the block is there...just has a freeze plug in it.
some model year differences include...
oil pan, oil pickup tube, front cover, cam (just the lobe for the mechanical pump isn't there on the 99+ cams), as well as the oil cooler headers...
There are diffences in the lifter galleys and the way in which the lifters are retained in the block...
other than that...
keeping the front cover, oil p/u tube & oil pan "together" is about it.
you could yanks the heads off a 94.5 and replace them with '03 heads no problem.
There are also some differences in the wiring (obviously)...and not all the tapped holes (EOT, EOP, coolant temp, etc) are the same thread pitch/diameter...but most of that stuff is on the front cover...so keep the F/C with "year" of the wiring, LOL
