1992 7.3 cuts off / hard to start afterwards

My truck will idle ruff and cut off sometimes and sometimes going down the road it will start surging and cut off.Either way it is very hard to start after.Have checked vacuum at inlet of supply pump.Has 24 in. supposed to be at least 12 in.. When i took the line loose no fuel ran out.Took line loose at inlet of filter and would not flow any fuel into jug.Took hand vacuum pump and to hose from tank to supply pump to see if i could pull fuel from tank and it took three pumps before any flowed.I feel like it is the supply pump but don't want to waste money if not.Thanks for any help

Could be the fuel pickup in the tank. Keep tank 1/2 full and see if you still have the problem.
How recent has the fuel filter been changed?
If new filter then it sounds like the lift pump.

Most likely a broken pickup in the tank. does it do this on the other tank?

Fill it to over half, see what happens. Also, check all electrical connections, ours would cut off in the middle of driving... we found out it was a loose connection.

Our pickup tube is bad also, so we always keep the rear full, but it won't cut off while driving, only if you turn it off and try to turn it back on will it not start.

Thanks for everyones help.I put some diesel in the other tank and and vaccum pumped the bleeder on the filter and got it cranked and drove it several miles.So i guess it is the pickup in the other tank.Is it hard to change the pickup.Also,is it normal when you run the rpm's up to the yellow line which is 3400 for it to nose over.Is this the governor.Thanks
