7.3 fuel filter leak

Since owning my 88 F250 I have had a hard start problem. I looked for leaks and couldn't find any. Every time it starts, dies and always starts on the third try and continues to run fine. I replaced the fuel filter with a Wix brand(never again) after I noticed a leak from the filter. It seemed to completely solve the problem. Now there is a steady fuel leak from the overflow hose coming from the bottom of the filter. I plan on replacing it again with a Fram I bought but wonder why fuel would leak from the overflow. I assumed that was for water that got in the fuel. Any suggestions appreciated. Aftermarket filter housing might be ok too.

Check that electrical plug on top of the fuel filter. That heater plugs is known to leak. It is not hard to fix but took me a long time to find it on mine.
Check my photos and see the parts.

Then hose of what you speak is the water drain hose, it has a shutoff is it shut or open. There is an oring in the drain shutoff....
