88 7.3 non turbo overheating

My 88 F 350 7.3 non turbo overheats when I am stopped on driving slow in-town. this has been going on for sometime even when I replaced the radiator. could this be the fan clutch?

Yes, your symptoms sound like it could be a faulty fan clutch. You can search the archives and find a test for the condition of your fan clutch.
