what is the coffee can looking thing under the hood has vacaum lines on it.

It's a coffee can.

Ford uses them as a vacuum reservoir so that the cruise control or heater controls have enough vacuum "volume" available.

The "coffee cans" have a tendancy to rust out, which creates a vacuum leak. If yours has any holes, connect the two lines directly together to bypass the reservoir and prevent vacuum loss.
