The dealership presumably has the discretion to carry what they want to carry. Since ELC costs more and doesn't actually last longer, there's no benefit to buying it, so nobody who knows what they're doing does so. It doesn't matter if it's the red death dexcool or any other coolant. Red dexcool is fine if you change it every two years or as needed
like every other coolant, but GM said leave it for five years and it was a Bad Idea(tm) so now everyone fears it. But since like pretty much every other coolant it offers no benefit over the classic green stuff whatsoever, there's no reason to use it, either. Classic green low-silicate ethylene glycol like what's specified for our trucks (absent the SCAs, that is) is adequate for corrosion protection in mixed-alloy engines when correctly maintained, and it is perfectly adequate to the task of handling the temperatures produced in any production vehicle without breaking down.
