It's extra work, but with the ELC you are preventing cavitation and slowly ruining your engine in other ways.
A lot of people say a lot of things but there's nothing special about the gaskets and seals in the IDI. What you shouldn't do is run the ELC for an extended period, which is what it's supposed to be for. Change it on a normal schedule.

Uh, it is an official International bulletin. You can find it on the internet with some searching or go to your local International dealer and they should be able to tell you all about it. I'm not just saying it to be cool.

It is probably the same reasons you shouldn't use green in a GM that requires gold or gold in a Ford that requires orange, just a guess though.

If you research that a little more thoroughly I think you'll find that old bulletin refers to the oddball ELC that came out years ago, maybe called Dexcool?

No, they're just saying it to try to induce you to buy their coolant additive.

There is no evidence that ELC is damaging to typical gaskets and seals.

The only thing wrong with it is that if you use it as suggested by the manufacturer you will keep it too long and it will be contaminated. And you seriously don't want that if you're trying to prevent corrosion, which is especially important in engines prone to cavitation.

That's rather doubtful since every IH truck dealership I've ever been in carried Fleetguard Cummins ES (extended life) as their main coolant in the parts dept.

The dealership presumably has the discretion to carry what they want to carry. Since ELC costs more and doesn't actually last longer, there's no benefit to buying it, so nobody who knows what they're doing does so. It doesn't matter if it's the red death dexcool or any other coolant. Red dexcool is fine if you change it every two years or as needed like every other coolant, but GM said leave it for five years and it was a Bad Idea(tm) so now everyone fears it. But since like pretty much every other coolant it offers no benefit over the classic green stuff whatsoever, there's no reason to use it, either. Classic green low-silicate ethylene glycol like what's specified for our trucks (absent the SCAs, that is) is adequate for corrosion protection in mixed-alloy engines when correctly maintained, and it is perfectly adequate to the task of handling the temperatures produced in any production vehicle without breaking down.
