Air is lighter than coolant so it will not be down low where the drain plugs are, so it's no wonder that there was no air there. LOL
I'd just top it off, run it and check it for the next few days to compensate for any air bubbles that come loose.
Just be sure the smaller hose that goes to the lower passenger side of the radiator is secure as it is an odd size and standard hoses like to come off under high pressure.
I added a length of 1/2 copper pipe with a 45 degree bend soldered into it in the middle to that smaller lower hose to get it to connect better to the radiator and to aid in draining as it's further from the radiator and easier to disconnect.
