brake vacuum not working properly

Anyone know how much vacuum my pump should be pulling? If you pull the line off the first junction at the firewall, it has enough to hold on to my finger without holding the line, but my brakes are not getting enough to boost the pedal. Also, the vent position does not work on the a/c, it stays locked in the defrost/floor position. It kinda happened all of the sudden, at least from what I have noticed, it may have crept into this state, I am not sure. Somebody please help with some info.... Thanks

$20 will get you a cheapo vacuum gauge.
$35 will get a vacuum pump (which can function as a gauge).

start pulling lines and testing them. Shouldn't take long to figure out where the leak is.
should get 21'' at idle, tho mine gets a bit higher.
