Cranking problems

Im working on an 88 International 7.3 IDI and I cant seem to get it to crank. The glow plugs are working correctly, it just seems to be lacking fuel. The owner said it would crank right up with either, but Im not gonna try it for myself. The fuel pressure is 3.5 between the filter and the IP. There is also a puddle of fuel under the IP, but I dont see where it is coming from. Also there is three wires running to the IP, but I dont see where the third wire is suppose to hook up. I have charged the batteries to almost 13 volts, both are good, plugged the block heater in, which is working, and it still will turn over until it starts to kill the batteries. Every once in a while it will just fire right up like nothing is wrong and when it warms up it will crank back and run fine all day long. Im new to this motor, and I read something about a cold start system on the IP, could this be related? Im just wondering if this is some common problem with this motor, as the lift pump on 3rd. gen Dodge is. Can somebody point me in the right direction.

The FSS is the fuel shutoff........when key is off, that must have power on a warm engine key on. The wires have different sized spade terminals. If it starts then shuts off on it's own when warm you have the wires crossed.....

Since my gallery is missing......... if you face the engine from the front:

The single wire goes to the fast idle solenoid on the pax side of the IP......

The double wire goes to the drivers side of the IP........

small spade connector is the rear terminal..... cold timing advance

large spade connector is the front one... FSS fuel shutoff.

I problably should have worded it diferently. The 7.3 is in a 88 International S1600. The IP has, as far as I can see, has only 2 single spade terminals sticking out of it. Both are on the driver side, one about 2 or 3 inches behind the other, am I missing a connector? When I said I have 3 wires, there are 2 wires comming out of the wire loom and one ends at a single female connector, while the other has a single female connector and a jumper wire about 4 inches long leading to another single female connector. It seems that this might be wired in with the glow plug controller. If so, I should mention, after burning through 2 glow plug controllers and failing to find the short, I removed the white wire from the solenoid of a bad controller and currently am running the solenoid via a push button which is manually connecting the solenoid to a ground. Is this where I went wrong?

Ok there must be a fast idle solenoid on the other side somewhere...........not important.

The connector closest the front should still be the FSS..... If you want use a 12v+ jumper to the spade terminal........ then attempt a start. Remember to shut down the engine, remove the jumper wire............ the key will not do it.

See the little tits behind the red thing on top , 1st one closest to red thing is the cold timing advance, 2nd one is the FSS fuel shut off solenoid the 2 wires that are kind of together go there like cdnsarguy say's

I wonder if he's not getting air into his return lines or fuel lines. Since he said every now and again it will start. You might try putting in an electric fuel pump and bypass the manual pump to see if its bleeding the fuel back to the tanks or not. Just an idea. Les
