I read about this in a post on intrument guages not reading correctly. I am having plroblems with the 4 guages on the left of the cluster not reading correctly so I thought I would check this out.
Neither my Haynes or Clymers repair manuals show this regulator in the wiriing diagrams. The NAPA guy found a listing for an instrument voltage regulator that may be the same thing. It lists for $57 so I want to be sure it is the same thing.
Where exactly is this device located? Is it necessary to remove the cluster to gain access to it? Do all 1989 F250s have one of these?

If yours has one it is called a an IVR (instrument voltage regulator) they are no where near $57........ can be found in the HELP section of most AP stores or at Ford under $10.
Check the cluster wiring for secure connections on the rear...... What guages are not working?????
If you can look on the rear of the cluster there would be a small square silver tin box attached to the cluster. Usually the coolant and fuel guages will fluctuate IIRC when IVR is bad.

I am running into the same problem as none of my guages function properly to the point where I am about to rip them all out and put in some aftermarkets. My oil seems to work but runs a bit low at times. The temp runs ok then it will say it is getting hot then return to normal unless I tap on it then it goes to normal. The fuel guage rarely works and then only briefly. The volt seems ok but then it will seem low. The tach quit working on me so I replaced the sensor and still nothing. Even the speed-0 ticks on me at certain speeds. Face it I am a wreck.

The guages in question are the battery charge indicator, the temp guage, the oil pressure guage and the fuel guage.
Prices in Canada must be much better than the US. I could only locate the IVR at two locations. The cheapest is $46.95US.

I have the same problem and tried to find out if there was an IVR on my 89 f250, but concluded that there was not any. Changed the entire cluster but same problem, all search and feedback from forums said no IVR after 87. Could not find any wiring diagram either, so I gave up and decided that there probably was some bad ground somewhere, and installed aftermarket gauges.
So this interests me: if you actually have found a part that is the IVR which is it? No parts importer here in Norway could find any. The only probable candidate I have found is that little circuit board held with two screws on the back of the cluster, but I and the parts importer concluded that it could not be that one (it's been 2 or 3 years ago, but as far as I remember it was only connected to 1 or 2 of the gauges when I traced the circuits on the back of the cluster, and all my gauges reads wrong).

I was not 100% sure that is why I stated "if you have one" I will do closer checking at the shop on the program and past the problem by the ford experts...... there appear to be several possibilities...... as the power/grounds/indications come from a few different areas.

Okay here is the most likely problem.... check the cluster plugins.... if only one side is connected correctly only half the guages will work. My tech stated remove the cluster so correct installation of all the plugins can be confirmed. This is a known problem.
