fuel return line to filter question

Recently I had the caps, O rings and return lines replaced on my 91 7.3 IDI. The mechanic suggested that plugging the return line to the filter would help the truck start quicker. He said this would slightly increase fuel pressure, and the line was not needed since the fuel returned to the fuel tank anyway.
I would like to hear an opinion on this.

IIRC, I read that an increase in pressure at some point will affect the timing. I am not sure what that pressure is, but if everything is in good working order then it should fire up real easy. MY opinion--If it wasn't needed in the first place IH/Ford wouldn't have put it there.
