cable is sticking or brakes need adjusted you neeed one of those spoon brake tools to adjust them if you try this it may help
hit about 35 in reverse and slam on the brakes works when mine does this but find an open parking lot for it
sometimes these just fall off the adjusterand start to stick ive found that helps reset them idk how or why it just does sometimes
last thing is pull off the drum and adjust from there
