Consider doing an adjustment..... I would try the back up 15' firmly apply brakes, drive ahead 15' and stop. Do this about 10 times and you may solve the problem. You may also feel the pedal rise slightly.
The other cause could be an old rubber brake line to that wheel, internally causing a return blockage... they will do this on occasion.
