Right rear brake locking since the rain started

My rear passenger side brake is locking up now. It just started doing it yesterday, and it's rained about 4-5 inches so there could be water in the brake. A few other things, my float in the m/c is moving freely and it's full of fluid. Also the light in the cab that reads ANTILOCK BRAKES is always on. I figured it meant that they were working cause I've never had an issue. Also, the other lights there don't work, it's just the engine light, battery light, and the above mentioned. I hope I didn't give you a bunch of useless info Thanks

When I said "I hope I didn't give you a bunch of useless info" I didn't mean I wanted to telll everybody whats going for the heck of it. Can someone give me an idea of what to start checking???

If your ABS light is on, there should be a stored code. I'm on my iPhone so I don't have the link, but google Kelsey Hayes RABS, and it should give you the site for retrieving codes.

Check your parking brake cables for any binding, wear and such.
