Stop engine and install Dynamic Timing Meter, Rotunda 078-00200 or equivalent, by placing magnetic pickup in timing pointer probe hole (Figure 13). Insert pickup until it almost touches vibration damper.

I wouldn't turn yourself in just yet. There are two versions of that device. One that was released in 1982, and one that came out in 1987. The earlier unit is luminosity probe only. The later unit came with the pulse sensor adapter. I've used them both, and either method can be very hit or miss with this meter. If you can get it to give you a decent reading, your in good shape. If the timing value is all over the place, and you have a hard time dialing it in.... well, you'll understand why the Snap-On meter is more popular.
Anyone have an instruction sheet on this thing? Looks to be in good shape but there were no instructions with it. It came from a shop that closed down and put a bunch of equipment in a storage unit and did not pay the bill. He bought the contents from the storage co.

Try to get to THIS PAGE anyway you can. It is Autozones page on the diesel IPs. Quite a bit of good diagrams and down at bottom of page is Dynamic Timing instructions. Maybe it'll help you. OkieGringo
