Obviously, there is a leak somewhere. This is a 23 year old truck after all. What I'm looking for is experience. What is the the most likely place to look?
Ok, progress. It appears to be cartridge (water separator) on top of the engine leaking. It is a pain in the arse to fix that? I'm way too busy these days, and will probably have my Son in Law do it...
It is dripping fuel onto the exhaust manifold, which is evaporating off and making the smell.
You should have filled the filter full of diesel fuel before installing, only fill thru the outer holes so that the fuel has to go thru the filter element. Crank til a steady stream comes out the Schrader valve.
Do you get a steady stream with the mechanical lift pump?
