won't start

89 F-350 7.3L with turbo.

Backstory: About a year ago, I towed this truck into the shop as it had been sitting in our pasture and not run for around 4 years. The original problem was old O-rings on the injector tops along with old cracked hoses between them, causing it to drop fuel when sitting. Whoever was driving it at the time would crank it till it started and go where they wanted to go. Then one day the starter finally burned up. I wanted to use the truck, so I brought it in and fixed it. New starter, new glow plugs, new batteries, new o-rings and hoses along with clamps, new fuel filter, oil change, etc. Everything worked fine until it dropped dead when sitting idling about a couple months later. Sat in pasture most of a year since then.

I loaded it up and brought it in the other day, I expected that they ran it out of fuel. The truck is almost full of diesel, but I wasn't getting any fuel to the filter. I pulled the fuel pump and found it seems like it works well, but I am getting no fuel to the fuel pump. I chased it back and found I am getting plenty of diesel to but not through the tank selector valve on the frame, I'm getting one in tomorrow afternoon.

The problem I have is that I ran a hose from a can of diesel beside the truck to the fuel pump and cannot get it to start like this or even smoke out of the exhaust. I've cranked and cranked but get nothing. The fuel filter is full but if I loosen the connection on top of the injectors I am getting no fuel. I'm not positive my pump is pumping well enough. I pulled the hose off the top of it and it pumps plenty but I can stop the flow of diesel with my index finger with little pressure on it. I pulled the outlet hose on the top right that goes to the injectors and it has a steady but tiny stream of low pressure diesel coming out of it when cranking.

Where do I look next?

Fuel pressure is 4-6 psi........
Ensure there is fuel above 1/3 full in both tanks first......

Do you hear the FSS fuel shutoff switch in the IP click ....power on/off..... It is the front spade terminal on the IP drivers side. Check for power to it key on.

Do a pressure and flow test of the fuel pump at the Schrader valve on the filter header (FSS- fuel shutoff solenoid disconnected on IP). Remove the tire valve core and hook a hose and pressure guage on it should see 4-6 psi when starter cranking engine over. Then do a fuel quantity test same place, should see 1/3 pint in 10 seconds of starter engine cranking, route fuel to a suitable container with a hose. When all finished hook up the FSS wire .

If there is a problem with the lift pump and you are changing it, ensure the new pump comes with instructions as to correct installation procedure if it is the newer model pump with the almost straight arm.
