another bumper question....?

I posted a couple of weeks ago about the ranchhand rear bumper with the factory reciever hitch. Well I went to a ranchhand dealer and they looked at it and said that it can still be done, but that they would have to put spacers(washers) on the bolts between the chasis and the reciever hitch to make it sit level with the bumper brackets in there. My question is, is that going to weaken my towing capacity with the spacers? I would put in solid 1" wide flat bar instead of washers but is a spacer between going to lessen the towing capacity?

Washers are OK. Any kind of spacer will work, because the spacer is in compression. However, if they use longer bolts, they must be same grade and torqued to same spec, as the bolts are in tension.
