Yes, and yes. My house charger in the LQ has an equalization setting.
It works, but never 100%. Especially if you are trying to revive automotive or marine "deep cycle" batteries. The 6V RV/golf cart "Trojan" type batteries are much more robust and stand a lot more abuse. But you need two of them in banks to get 12V, the Ah capacity is less for the size, they are more expensive, and you can never totally cure a battery once the chemicals start moving out of place.
