IMHO, With 3000 lb hitch weight you don't need a dually. You should be OK. Just keep your tire pressures up. You might need air bags to keep it level.

You're asking alot out of your truck. You'll be running at max weight, and if you ever have to swerve or anything those single rear wheels aren't going to help you one bit. If the light weight is 13k, what is loaded weight? That is really what matters. You can put alot in a 39' trailer.

You will not be towing it empty, thus more weight than your truck rated for ??
Your lift will make emergency control even less than you have at stock height.
Your lift may make it impossible to run the trailer at level, if it ain't level -then even more emergency control problems.
Safety should be your primary concern, and that of anyone within a couple of blocks of you on the road. That setup just won't be safe if anything at all goes wrong. Tire blow, bearing failure, break failure, trany failure, avoidance maneuver, etc.
Not to mention the increased stress to the Trany, and every other engine, driveline, suspension component, and brakes, especially up and down in any mountains. With that system, a dually is a must minimum.
Don't even ask how much you'll loose in gitty-up-go and fuel mileage, with that much extra weight and height.
Stay lighter, like as you are. Much safer and less expensive. IMHO
I'm with PSDSKATER. Yes you can tow/move it, NO don't for safety reasons. 13k empty means 15-16+k loaded.
Most RV advisers state that the average "load" of kitchen utensils, clothing, bedding, food, water, batteries, propane, folding chairs, etc., run 1000-1500#s. With a toy hauler you can add the weight of your toys, tools, and fuel.
My 34' fifthwheel is 14k loaded, with 2650#s pin weight. I removed the 4" rear blocks and installed the F250 2" blocks to level the trailer and give my self 6" bed rail to under side of trailer clearance. Then added air bags.
It tows fine, but I wouldn't want to go much more.
Your tires are taller (bad for power) and your brakes are smaller than 05+ Superduties. Since you live in western Washington, I know the roads/highways/mountain passes that you will probably traveling. Your going to be hurting for enough power and wanting better brakes coming down the off the passes.
Best advice I can give is lighter trailer or bigger truck.

So you have a GVWR of 9,900 pounds if you don't have CA emissions. And your GCWR was 20,000 pounds before you reduced it with a lift and big tires.
Your truck is going to weigh around 8,500 pounds before you tie onto the trailer. That leaves you a max available payload for hitch weight of about 1400 pounds before you're overloaded over the GVWR of your tow vehicle. With 3,250 pounds of hitch weight, you're going to be about 1,850 pounds over the GVWR of your tow vehicle.
A similar Weekend Warrior toy hauler has a GVWR of 18,000 pounds and with a loaded hitch weight of around 3,250. That trailer will severely overload a 2002 dually. Even a new F-450 chassis cab truck would be overloaded with that monster trailer unless the F-450 has the optional high capacity towing pkg that raises the GCWR over 26,000 pounds.
So no, you can't tow that monster trailer with your current tow vehicle without endangering you and yours and everyone else on the road with you.
But you can tow that trailer in relative safety with a 2008 or newer F-450 pickup with the diesel engine. It has plenty of GVWR and GCWR to tow that loaded trailer without overloading the tow vehicle.
So if you want that trailer, first you need to trade pickups.
You said that TT grosses about 8,000 pounds, so that's a hitch weight of about 900 to 1,000 pounds. You have available payload for hitch weight of around 1,400 pounds, which is a tripple-axle TT of about 12,500 pounds gross weight. Your receiver is rated for 12,500 pounds with a weight-distributing hitch, so that's not your limiter. So why not look at bumper-pull toy haulers with a GVWR of not more than 12,500 pounds?
I looked at the Komfort RV website, and I don't they make a TT toy hauler. But several other bands do.
For example, the 2009 Weekend Warrior model WLFSC2800 has a GVWR of 12,385 pounds. Just what you're looking for. If you load it to 12,000 pounds, you'll probably be over the GCWR of your truck by several hundred pounds, but that's just a performance problem. If you need to climb mountain passes, you'll probably wish you had more power or shorter tires, or both. But you should make it okay.
Weekend Warrior is in receivership, look elsewhere...
