Controller issues

Had a Voyager controller. Heading to WV through Ohio on some healthy hills it started acting up. Hit the brakes work great..Hit them again and the go about half then hit the brakes work great then give out just as you need them. So I buy a Reese break controller. Same thing. All wiring is good. The new digital controller will say 12 when they work good then drops to 6 when working non properly. Would un adjusted Trailer brakes do this? I have a 30" KZ sportster. about 13k. Any controller or brake suggestions would be good. Thanks

I hated my Voyager, and bought a Prodigy after just a few trips. Sounds like you've got other issues, though.
