if i bought a 3000gvw trailer with 3500 gawr could i buy another axle and bolt it up to increase gvw then register it as home made

Probably not a good idea. Many of the other components (frame rail gauge, hitch, spring shackles etc) might be engineered with lighter materials. Most single axle trailers I've seen are pretty light duty. You would also need to relocate the original axle and if you don't do it right you could throw off the tracking, tongue weight and balance.
