Funny fan noise, I think?

I took my 5th wheel on it's first long trip this last weekend (with my 1999). After about 15 miles I started to hear a noise. I sounded like it could be the tranny cooler fan or engine fan, but the weird thing is that it kept changing speeds. It almost sounded like it was turning on and off, on and off about every second. It continued to do this on and off cycling for 5-10 minutes and then it would either quit or stay on without the up and down (on and off) sounds. Anyone else hear this or is this a normal thing.
