It's been several years, but I used the Trailer Life campground directoy and we stayed in the campground nearest New York City...but it was 40 miles away or so in New Jersey. And it sucked as campgrounds go.
Looking at the current directory, in Jersey City is Liberty Harbor Marina & campground. No sewer hookups, 14 day max stay, and $60+ per night.
The bad news is, there ain't nothing good close. Plan on a long commute. We would drive into the Port Authority bus terminal and park on the upper parking deck. That's about the only place we could find to park. We went into NYC on the weekend, too, so the traffic was not as bad as on the weekdays.
Just a word of warning: NYC outlaws concealed weapons and does not reciprocate with any other states' licenses. I locked up my pistols and carried a shotgun in the turck. My distinct recollection is that I was more afraid in Times Square than I had ever been in Saigon. But I'm a genuine Cracker Redneck and the big cities get to me. At least I had a rifle in Saigon and could shoot back.
All that aside, there's more to see in NYC than you'll ever be able to get to. If you are retired military, there's a knock-dead beautiful RV park at West Point with beautiful views of the Hudson River. Reservations in the summer are a must.

The Newburg KOA is a nice facility, I have stayed there myself. I would call them and ask about city tours. I believe they run a bus trip down there. Another option would be to drive part way down to the city and take mass transit into the city itself. There is a Yogi Bear Camp about the same distance that is also very nice, it is in Gardner, NY. STAY AWAY from Black Bear Campground in Chester NY even if it is closer.
