if i decide to start using some form of icemelt when i plow this winter do i need to be hazmat certified? if so how do i do it, what are the regulations regarding this?

I don't think ice melt falls into that catagory, although some of the newer ones might ask whoever you buy it from or call your state DOT.
I just had a guy tell me that to get a hazmat anymore you had to go through a background check with the FBI. Other that that it is just a big test at the DMV. Yes, you will need to study, they ask you all kinds of things about stuff that you will never or have never dealt with.
Oh, I almost forgot on your truck you need emerancy contact info, a phone # that can be called 24-7, and no your cell phone won't work. there is also a bunch of other small things that you need to do. IMHO it is too much monkeying around for just spreading ice melt, stay with an ice melt that won't need a hazmat, you will be better off.

I know two guys that spread ice melt here in Kansas in the winter. Neither one have a CDL or any sort of HAZMAT endorsement. They do have a "PBL" number for spreading fertilizer/week killer.
Of course this is just rock-salt, I don't know about the liquie melt the State DOT trucks use on bridges.

When you buy the ice melt if it is corrosive they will supply you with a M.S.D.S (material safety data sheet)Keep it on or near the drivers area.This way if there is a spill or fire the emergency response people will know how to clean up or extinguish.
Depends on the size of container it's in also. If you are just using the bags that you get at the hardware store, no problem, not a large enough individual amount to qualify. Used to haul 35,000 lbs of Liquid Nails from Dallas to San Francisco on a weekly basis. One load would be hazmat and not the other, because of the packaging. The cases of tubes (for caulking guns) were not hazardous, but the load of 5 gal buckets was.
If packaging or quantity was not factored in, we would all need placards on our vehicles because of the stuff they are built with.
