I just heard of a guy who was nailed $50.00 for being over weight in an empty pick up on a posted road.
7000 pounds on two axles.
Never heard of such a thing.

There was a big stink about that a few years ago in LA. There are a lot of older roads up there especially in the hills that are posted and delivery trucks ignore the signs. After someone busy body complained the police cracked down and many of the ruch busy bodies that were complaining about the delivery trucks found out their SUVs were also over the limit.
I thought it was quite funny.
I suppose these rich folks are going to complain about delivery vehicles until they realize one day that they want something delivered. Too bad a US Mail truck probably doesn't exceed the limits.
I drive a fuel oil truck daily usually delivering diesel. There are roads around here that are posted with 4 ton limits. I ignore these signs and go down the road anyway. Just today I went down one that had a 4 ton limit and in an adjacent parking lot there were two LEO's parked driver sde to driver side BS'ing.
It just so happens that on this road was the place I was delivering to. Even still if it was not I would have gone down it anyway.

I am a bridge engineer and depending on how your local government posts bridges you could be taking a BIG chance. For instance, here in Maryland the state roads are posted at what is called the operating limit. This is the maximum load that calculations indicate the bridge can handle with the least amount of a safety factor. This is done to ensure as many trucks can cross the bridges as possible. So, it is NOT a good idea to go over posted bridges. If you are a delivery truck that needs to go over a particular bridge regularly you could ask the local government to check if your particular vehicle with its maximum axle weights and spacing can safely cross the bridge.
It can be a VERY bad assumption that the postings are for no good reason.

Most local roads have the weight limit down to...
7000 pounds for 2 axles with SRW
18,000 pounds for 2axles DRW
30,000 pounds for 3+ axles DRW
the only exenptions are fire engines and mikl pick up for dairy farms.
So yes, mothers new Excursion will be over loaded on a posted road.
I have since heard of two more tickets being issued to SRW pickups!

It is actually not all that uncommon. Letter-of-the-law officers will pull over 3/4 ton and larger trucks and ticket them because the empty truck weighs more than the weight limits allowed on the road. It has happened over here to some people, they were doing the same thing, complaining about delivery trucks going to their neighbors house to deliver propane. SO, they cops patrolled the area for a couple days to humor the complaintants, then ticketed the wife of the head whiner because her Hummer was over the weight limit of the road. Now the head whiner is trying to get the weight restricted lifted and/or raised so that she can drive her Hummer home. Sort of funny. I hate whiners.
A similar thing happened on my FIL's private road. The whiners decided people were driving too fast, so they installed speed bumps, against the protests of many of the residents because the road is a steep hill, and we can all imagine the results of a speed bump, on a slick road on a steep hill. Anyway, it backfired on them because now the fire department will only respond at 5 miles per hour up the road, so any emergencies will result in a fire truck going 5 MPH for about 2 miles to get to them.
In manhattan the weight limit for a few roads like the east side drive is #5500lbs. (i think its 5500) and for a while they were ticketing suburbans and SUV's until the press got a hold of Rudy G. in his suburban motorcades. I havent heard of them enforcing this lately.
But alot of the NY parkways still have weight limits and in my local town I know we have 2-ton "no thru traffic" rules to prevent some local delivery/commercial guys from using the local streets for short cuts.

Are you saying the ground under the pavement becomes soft? Or are you all talking about dirt/gravel roads?? I am from WV and have never heard of such problems.
