I had no power on my 2004 when new, the fuse looked good but when I checked it with a meter it did not pass current. did you do continuity check with a meter? On the 2000 the factory did not install the relay and fuse they were in a bag in the glove box. were they ever installed in his truck? THe owners manual shows all the fuse and relay positions.
