While it't true that higher rpms above 2000 are not as fuel efficient, you might be surprised that trying to tow the same load in a lower rpm range might not be that much different than just towing in the higher rpms ... maybe 1 to 3 mpg, but it that's what's needed just accept that loss and do it.
