I have no experience with the Valley brake controller, but have the Tekonsha Prodigy in my other truck, easy to intstall and the works very well weather you're overloaded or have no load at all.

It looks like a Prodigy. I wonder if it might be a Brand-labeled unit for resale under Valley. I did a 'Google' on the controller and found nothing.
