1996 International 4700 No Crank No Start

Hey guys... I have a problem with a 1996 International. It has a T444E and it does nothing. It doesn't crank with the starter button. Here is what I have done. I have checked wiring and fuses. I had a blown fuse for the instrument cluster another thing is when that fuse was blown I had no check engine light on, replaced that fuse and the check engine light flickers along with that I have a relay on the firewall on the engine side clicking very rapidly. I have a problem with the glow plug relay and it has power on both sides of the control circuit (don't think that is right). Truck supposedly was running b4 parked for two years. I can make the truck crank only by bypassing the starter relay. It will run on ether. I don't know how to check flash codes. I checked for power and ground at ecm and edm. ECM has 4 powers and 4good grounds at the terminals. It also has 1 power and 1 good ground on EDM. The fuses are all good in fuse box and battery box. Where do I go next.

i would check for a bad ground first. Use an ohm meter, the connection could be resistive.

does anyone have a wiring diagram for a t444e of 96 year?

I am having the exact same issue with my truck only difference is it is a 97 model what did you ever figure out from your experience with this

I just bought International 1993 4700 with Navistar engine I parked it yesterday and when I try to start it today it did not crank or no click or anything battery is full all lights and panel is alive I turned off key switch before turning off engine, the solenoid is bad I have a wire tied up to the lever to turn it on or off, can someone help me to understand what could be the problem and what should I check? Please
