Cat 3116 No throttle

Ok guys i just bought a 1995 Kodiak with the Cat 3116 in it. The truck has 450,000 miles and has been sitting for several months. So far I have replaced both fuel filters added five gallons of fresh diesel. And made sure all the fuel lines are free of blockage. I also disconnect the supply line at the injection pump connected a little tank of diesel hanging from the mirror kind of an IV drip of diesel, and after bleeding the air from the head with this method the truck started and idled but was completely unresponsive to any throttle input and also was smoking excessive amounts of white smoke. I had it running like this for probably 15 min when i reconnected the regular fuel line the truck would not restart. I am thinking it has a weak transfer pump and can't draw fuel from the tank and with my IV connected draws just enough to idle.

White smoke isn't usually a sign of an engine starved for fuel.

Not true I used no duck tape in the making of my IV
