Cummins ISM Problem, Major Oil Leak

I have a 2004 7600 International with an ISM Cummins the engine only has 91,000 mies but seems to have excessive blowby and a reoccuring oil pan seal leak. Had a mechanic replace the seal once and by the next day it was leaking again. The mechanic seemed to think I needed a new engine which I seems very odd considering the thing runs great. The engine does show some EGR codes not sure if thats related. If anyone has any ideas or solutions they would be greatly appreciated.

Also wanted to add that the oil filler cap will occasionally blow off, I really hope this is related to the EGR code.
